As stated above this report is just a start for handling this question. I have been collecting many kinds of reports and writings on the issue and especially many links on the Internet, but have not yet had the time to implement all of them to this report.

Human Rights Watch has published it on the Internet on October 4th 2004, before the publication of the EU reports of October 6th. It is a good start to handle this problematic issue.
