Järjestöt vetosivat ihmisoikeuksien puolesta
Länsi-Saharassa
Seitsemän suomalaista kansalaisjärjestöä vetosi YK-päivänä 24.10.2005 YK:n turvallisuusneuvoston jäseniin, jotta paikallisväestön ihmisoikeudet turvattaisiin Länsi-Saharassa. Erityinen huoli esitettiin kymmenien nälkälakkoon ryhtyneiden mielipidevankien terveydentilasta sekä 30-vuotisesta pakolaistilanteesta Algeriassa. Järjestöt viittasivat Itä-Timoriin ja muistuttivat, etteivät ihmisoikeudet, kansainvälinen oikeus ja kansanäänestys YK:n alaisuudessa ole vielä toteutuneet Länsi-Saharassa.
Suomen Rauhanpuolustajat, Rauhanliitto - YK-yhdistys, Sadankomitea, Psykologien Sosiaalinen Vastuu, YK-liitto, Pakolaisapu ja Kansainvälinen Solidaarisuussäätiö vetosivat YK:n turvallisuusneuvoston jäsenmaihin, jotta se
- esittää vahvasti muotoillun päätöslauselman, tuomitsee ihmisoikeuksien systemaattiset rikkomukset Länsi-Saharassa ja vaatii Marokon sitoutumista nykyiseen, YK:n turvallisuusneuvoston ja Polisario-rintaman vuonna 2003 hyväksymään rauhansuunnitelmaan
- kasvattaa Minurso-rauhanturvaoperaation (UN Mission for the Referendum in Western Sahara) toiminnallisia valmiuksia takaamaan siviiliväestön turvallisuuden Länsi-Saharassa
- käyttää kaikkia diplomaattisia keinoja turvatakseen länsisaharalaisten nälkälakkolaisten ja mielipidevankien terveyden, vaatii konfliktin osapuolia kunnioittamaan humanitaarisen oikeuden keskeisiä periaatteita ja mahdollistaa riippumattoman tutkinnan [vankien] kidutus- ja pahoinpitelysyytöksistä.

Your Excellency,
we are deeply concerned of the recent persecution and illegal detention of human rights activists in Western Sahara. The alleged acts of torture against several detainees by Moroccan security services are particularly deploring and against all basic tenets of humanitarian law. Despite an international outcry by several human rights organizations, including Amnesty International in June 2005, an independent and transparent investigation into the allegations of torture remains to be undertaken.
The present humanitarian situation is intolerable for the indigenous peoples of Western Sahara. Their basic rights, especially freedoms of conscience and expression and the right to self-determination, have been systematically denied since 1975. At the same time, over 160 000 refugees have lived in exile for 30 years in the most deplorable conditions in Algeria. The long-awaited referendum, as originally agreed by both parties to take place in September 1991, is yet to be organized.
The continuation of the political deadlock between the parties is highly disappointing. Morocco has continuously withdrawn its earlier commitments and undermined the Secretary-General’s efforts to reach a just, lasting and mutually acceptable political solution. The experiences of East Timor showed us the validity of a principled UN-approach. We regret that it has not yet been followed through in Western Sahara.
Morocco is now the sole party holding prisoners of war. It has not made concrete steps with regard to the hundreds of persons unaccounted for in the occupied territories. The recent alarming events only add to the fact that Morocco may gradually abandon a just and principled solution in the framework of the United Nations and international legality.
Therefore we call upon your Excellency, as a respected member of the UN Security Council to:
- present a firm resolution, condemning the systematic denial of human rights in Western Sahara, calling for Morocco’s commitment to the Peace Plan for Self-determination of the People of Western Sahara, as accepted by the UN Security Council and the Frente POLISARIO in 2003
- increase the operational capacities of the UN Mission for the Referendum in Western Sahara (MINURSO) so as to ensure the security of civilian population in Western Sahara
- exert all diplomatic efforts to safeguard the health of the Sahrawi hunger strikers and political prisoners, demanding all parties to respect fundamental principles of humanitarian law and to allow an independent investigation into the alleged acts of torture and mistreatment.
